Abstract

Poverty remains a complex social problem in Indonesia, leading the
government to implement various social assistance programs, one of which is the
Non-Cash Food Assistance Program (BPNT). This study aims to evaluate the
implementation of the Non-Cash Food Assistance Program (BPNT) in Mojo
Village, Surabaya City, based on William N. Dunn's policy evaluation theory, which
includes effectiveness, efficiency, adequacy, equity, responsiveness, and
accuracy. This study uses a descriptive qualitative method with data collection
techniques through interviews, observation, and documentation. Research
informants consisted of Family Hope Program (PKH) facilitators, RT heads, and
community beneficiaries. The results of the study indicate that the BPNT Program
in Mojo Village has helped the community meet their daily food needs and
reduced the burden of expenditure on beneficiary families. However, several
obstacles were still found, such as inaccurate recipient data, delays in aid
distribution, and the presence of people who are eligible to receive aid but have
not been registered as beneficiaries. In addition, program implementation is
considered not yet fully equitable and optimal in meeting the needs of the
community as a whole. Therefore, improvements are needed in the data
updating process, monitoring of aid distribution, and coordination between
related parties so that the implementation of the BPNT program can run more
effectively and on target.
