Abstract

Poverty remains a complex socioeconomic problem in Indonesia,
including in the city of Surabaya. The government implemented the Housing
Rehabilitation Program and Direct Cash Assistance (BLT) as an effort to improve
community welfare and support the achievement of the first Sustainable
Development Goal (SDG), namely, No Poverty. This study aims to analyze the
implementation of both programs in poverty alleviation efforts in the
Sawunggaling area, Joyoboyo, Surabaya. The method used was descriptive
qualitative research, with data collection techniques through observation,
interviews, and literature review. Data analysis was conducted through the
stages of data collection, data reduction, data presentation, and drawing
conclusions. The results indicate that the Housing Rehabilitation Program
contributes to improving the quality of community housing, while the Direct
Cash Assistance (BLT) helps meet the basic needs of low-income communities.
However, program implementation still faces obstacles such as suboptimal
distribution of assistance, suboptimal development quality, limited program
information, and community dependence on social assistance. This study
indicates that both programs have supported reducing the vulnerability of the
poor and achieving the SDG No Poverty, although their effectiveness in
sustainable poverty alleviation still needs to be improved through
strengthening community economic empowerment.
